For agents and brokers, the rule "not only gives states the option to permit agents or brokers to enroll individuals and employers in QHPs, it allows individuals to have access to information about agents and brokers," notes Solander. The reg allows exchanges to "display information about brokers and agents on their Web site or in other publicly available materials."
When it comes to federal exchange, "The final rule is still more about what we don't know rather than what we know because a majority of states have not taken an affirmative action to establish an exchange," says Solander.
