“It is very likely that a new system will be implemented to amend and/or replace ACA's mandate and current exchange system with regard to how citizens obtain health-care coverage,” Gary W. Herschman of Epstein Becker Green, in Newark, N.J., told Bloomberg BNA. “The cost of purchasing coverage on the exchanges has risen precipitously, and is not working as initially planned,” he added.
