Overview

Attorney David Shillcutt has deep experience in the areas of behavioral health, government and commercial reimbursement, and managed care due to his work at the Centers for Medicare & Medicaid Services (CMS), the Substance Abuse and Mental Health Services Administration (SAMHSA), and the Centers for Disease Control and Prevention (CDC).

Specifically, David's work includes the following:

  • Helping clients navigate the provisions of the Mental Health Parity and Addiction Equity Act, the Affordable Care Act (ACA), the 21st Century Cures Act, and the recently passed SUPPORT for Patients and Communities Act, as well as the other federal and state laws, regulations, and guidelines relating to mental health and substance abuse services
  • Providing advice to clients on mental health and substance use disorder (SUD) service coverage
  • Advising clients on legal and regulatory matters arising under Medicare, Medicaid, and other third-party reimbursement programs
  • Counseling clients on the confidentiality and privacy of SUD patient medical records, controlled substances, and the implications of proposed changes to the ACA or other potential legislation on mental health and substance abuse treatment services and coverage
